Applicable to:

In the Towns of Littleton and Boxborough, all Residential Rate Schedules.

The Town of Littleton through the Littleton Electric Light Department has been allocated a portion of the output of certain renewable energy sources, including federally licensed hydroelectric power projects in the state of New York, and various hydroelectric, solar, and wind power projects located in New England.

Rate Charges:

The savings each month in power costs from these renewable power projects will be credited on a per kWh basis to each residential customer, by dividing the Department’s total monthly calculated dollar savings by the total estimated kWh to be billed to all residential customers in the current month. The amount per kWh to be credited will be multiplied by the kWh consumed and will appear as a line item on all residential bills. For Community Solar Projects, as defined by the Massachusetts Department of Energy Resources, residential customers must elect to receive these credits.

Conditions:

No bill shall be reduced below the minimum charge in the applicable residential rate schedule as a result of the Renewable Energy Credit (REC).

Purchased Power Charge (PPC)

Rate Charges:

The object of the PPC clause is to recover the total cost of power supply including losses.

The “total cost of power supply” is defined as the sum of the fixed and variable costs of power (including fuel and pool interchange net costs), and the cost of transmission of electricity by others, recorded in the FERC Uniform System of Accounts under account numbers;
555 Purchased Power;
557 Other Purchased Power; and
565 Transmission of Electricity by Others.

There shall be added to each monthly bill, for each schedule, an amount equal to the total kWh billed
during the month multiplied by the Purchased Power Charge determined as follows:

PPC = A + C

where

PPC = Purchased Power Charge
A = Estimated average cost of purchased power for the calendar year per kilowatt-hour sold as forecast by the Department, net of charges or credits for NEPOOL interchange, plus the total savings credited to Residential customers under the PASNY Power Credit Clause.
C = Adjustment for past differentials between purchased power cost incurred and Power Cost Adjustment revenues collected.

Distribution Adjustment Factor (DAF)

Rate Charges:

The object of this DAF clause is to adjust the revenues recovered through the Department’s Distribution Energy Charge in order to ensure that the Department maintains an appropriate level of Net Income consistent with Massachusetts General Law Chapter 164.

At or before the beginning of each fiscal year the Department will calculate the Distribution Adjustment Factor for billing in that fiscal year in accordance with the following formula:

DAF = (DR – DE + NI) ÷ kWh

Where

DAF = Distribution Adjustment Factor;

DR = Forecast Distribution Revenues from the Department’s Distribution Energy and Distribution Demand charges for the fiscal year including Other Income and Other Operating Revenues as applicable;

DE = Forecast Distribution Expenses consisting of Operation and Maintenance and Depreciation expenses as well as Interest Expense and other Income Deductions;

NI = The Department’s desired Net Income for the fiscal year consistent with Massachusetts General Law Chapter 164;

kWh = Forecast kWh sales for all customer classes subject to this clause

The Distribution Adjustment Factor so determined, either a charge or credit, will be applied to the Distribution Energy Charge in the appropriate retail rate schedule and will appear on the bill as a single charge which will be the net of the Distribution Energy Charge and the Distribution Adjustment Factor.

manually, rather than through the Department’s Advanced Metering Infrastructure (AMI) Program.

Rate Charges:

Energy Conservation Service (ECS), $1.00 per month per customer.

State regulations mandate that a fee be collected from all customers to cover the cost of the Energy
Conservation Service. The budget for the Energy Conservation Service is one quarter of one percent of
the gross revenues of the previous year as reported to the Massachusetts DPU.

Applicable to:

In the Towns of Littleton and Boxborough, any customer other than the Town of Littleton, for outdoor lighting including unaccepted streets.

Character of Service:

The Department will own, install, service and energize lights of the size and type listed below, to be connected directly to the Department’s existing facilities. Light fixtures will be energized from approximately 1/2 hour after sunset to 1/2 hour before sunrise, about 4,200 hours annually.
Additional poles or facilities at extra cost.

Purchased Power Charge:

For all kWh’s, a charge per kWh to recover the cost of purchased power and transmission in accordance with currently filed Purchased Power Charge (PPC).

Terms:

Charges for lighting services will appear as an item on a customer’s electric bill and bear the same terms as the customer’s general service rate.

Conditions:

Lamp replacement and maintenance will be performed as soon as possible following notification by customer for the need for such service. No light shall be more than 150 feet from the Department’s existing overhead distribution facilities. The customer shall agree the Department will not be required to move its facilities to another location on the customers’ premises unless the customer shall bear the cost thereof. Customer hereby agrees to take service for a minimum period of 12 months, unless the customer’s right to occupy the premises ceases during such period. This schedule reflects actual expenses incurred in operation and maintenance, including fuel.

Applicable to:

The following rate provisions shall be applicable to an LELD Customer, as defined herein, which
requests Net Metering services from the LELD. Service under this rate to any LELD Customer is subject
to the LELD’s printed requirements and the LELD’s Terms and Conditions, each as in effect from time
to time. The interconnection date of a facility shall have no bearing on a LELD Customer’s eligibility to
request Net Metering services under the following rate.

Interconnection:

Interconnection of Net Metering Facilities is governed by the terms of the LELD’s Interconnection Standards, which sets forth the following information for net-metering services:
a) Application procedures;
b) Information necessary for requests;
c) Metering and technical requirements; and
d) Termination and suspension provisions.
The Customer shall indicate its request for net metering on its application pursuant to the Interconnection Standard.

Metering and Reporting of Generation:

1. LELD Customers under this rate shall install at the customer’s expense, revenue-grade meters to measure the generator’s kilowatt-hour (“kWh”) output. The customer will provide the
actual metered output for each calendar year when required by LELD.
2. LELD Customers under this rate, who do not have a revenue grade meter installed and do not otherwise have generation information available, shall provide all necessary information to, and cooperate with, the LELD to enable the LELD to estimate the annual generation.

Calculation of Net Metering Credits:

1. For Residential customers who are a Rate 10 customer, LELD shall calculate for each billing period a net metering credit equal to the product of:
(a) excess kilowatt-hours, by time-of-use if applicable; and
(b) LELD’s Purchase Power Charge.

2. For Commercial customers who are a Rate 20 customer, LELD shall calculate for each billing period a net metering credit equal to the product of:
(a) excess kilowatt-hours, by time-of-use if applicable; and
(b) LELD’s Purchase Power Charge.

3. For Commercial customers who are a Rate 30/40 customer and Municipal customers who are a Rate 50/60 customer, LELD shall calculate for each billing period a net metering credit equal to the product of:
(a) excess kilowatt-hours, by time-of-use if applicable; and
(b) average monthly Locational Marginal Price at the ISO-NE.

4. The calculation of Net Metering Credits under this section shall not include the Customer Charge, the Distribution Energy Charge, the Distribution Demand Charge, and the Energy Conservation Charge.

5. For any Billing Period for which the LELD calculates a Net Metering Credit for a customer, LELD shall apply the Net Metering Credit to the customer’s account. LELD shall carry forward, from Billing Period to Billing Period, any remaining Net Metering Credit balance.

Calculation of Distributed Generation Interconnection Charges:

1. For Residential customers who are a Rate 10 customer, LELD shall calculate for each billing period a Distributed Generation Interconnection charge equal to the product of:
a. excess kilowatt-hours, by time-of-use if applicable; and
b. LELD’s Distribution Energy Charge

2. For Commercial customers who are a Rate 20 customer, LELD shall calculate for each billing period a distribution charge equal to the product of:
a. 110 kWh, per 1 kW of installed distributed generation; and
b. LELD’s Distribution Energy Charge

3. For Commercial customers who are a Rate 30/40 customer and Municipal customers who are a Rate 50/60 customer, LELD shall calculate for each billing period a distribution charge equal to the product of:
a. 110 kWh, per 1 kW of installed distributed generation; and
b. LELD’s Distribution Energy Charge
Summed with the product of:
a. Peak Demand of Distributed Generation, coincident with facility peak demand; and
b. LELD’s Distribution Demand Charge

Closure of Rates to new customers:

Service under this rate is may be closed to new applicants upon determination by the LELD. The specifications to the closure of this rate are maintained in LELD’s Interconnection Standards.

Renewable Energy and Environmental Attributes:

The provision of Net Metering services does not entitle Distribution Companies to ownership of, or title to, the renewable energy or environmental attributes, including renewable energy certificates, associated with any electricity produced by a Net Metering facility.

except street lighting, with a maximum equal to or greater than 40 kVA recorded in the previous 15-month period.

Character of Service:

208/120, 480/277, 240 or 480 volts, 3 or 4 wire, three-phase, 60 Hz, a.c.

Rate Charges:

  1. Customer charge: $ 19.00 per month
  2. Purchased Power Charge: For all kWh’s, a charge per kWh to recover the cost of purchased power and transmission in accordance with currently filed Purchased Power Charge (PPC).
  3. ECS charge: State regulations mandate that a fee be collected from all customers to cover the cost of the Energy Conservation Service. See Rate Schedule: Energy Conservation Service.
  4. Distribution Demand Charge: All billable or metered kVA demand units at $ 7.70 per demand unit, defined as the maximum 60 minute metered kVA demand units in current month.
  5. Distribution Energy charge:$ 0.00 per kWh
  6. Distribution Adjustment Factor: As set forth in the currently filed Schedule DAF.
  7. Minimum charge: The Customer Charge plus a minimum demand charge of $308.00, (40 demand units x $7.70) including no kWh.

Terms:

Payment shall be upon receipt of invoice.

  6. Minimum charge: The Customer Charge plus the ECS charge.
